As an Italian entrepreneur I have to say some of the things you mention and we apply are not enough: our labour market is suffering almost the same problems you mentioned for the Spanish one. I guess the problem is that even if the single rule is good per se, the outcome of the regulatory system is more influenced by the interaction between single rules. And in Italy we have too many rules and too many exceptions. The result is still complexity which means low predictability and high volatility
